Steven Neil Milner once carried the reputation of a respected professional. Based in Oregon City, Milner owned and operated a successful veterinary clinic. He was a licensed veterinarian, well-regarded by many of his longtime clients who brought their pets to his practice for years. Outwardly, Milner appeared to be an accomplished and trusted member of the community.
But behind the image of a devoted animal doctor was a man battling deep-seated obsession and control issues. Milner’s downfall began with a romantic affair he initiated with a longtime employee, Tanya Fandrich. Their relationship, which started around 2017, would prove to be the beginning of an unraveling that eventually led to a premeditated killing and a life prison sentence.

The Relationship That Sparked a Stalking Campaign
Milner’s affair with Tanya Fandrich began while she worked as a veterinary technician at his clinic. When Tanya chose to end the relationship and return to her husband, Kenneth Fandrich, Milner’s behavior escalated into something far more dangerous than heartbreak.
What followed was years of stalking—behavior that included installing GPS tracking devices on both Tanya’s and Kenneth’s vehicles, sneaking onto their property at night, and even attempting to drive a wedge between the couple by planting false evidence. In one instance, he placed a condom in one of their vehicles, seemingly to provoke mistrust and suspicion between the spouses.
Despite being served a stalking protective order (SPO) in 2022, Milner continued his campaign. He bought multiple cars under false names, allowing him to shadow Kenneth undetected. He monitored his movements at home and at work, and repeatedly violated court orders. Even while facing criminal charges in Clackamas County, Milner intensified his behavior rather than retreating.
The Murder and Staged Scene
On January 27, 2023, Milner executed a carefully planned attack. Disguised and driving one of his “burner” vehicles, he parked in the Intel campus garage where Kenneth worked. Earlier in the day, he had spray-painted several security cameras to avoid detection. After Kenneth returned to his vehicle at the end of his shift, Milner ambushed him from behind, placing him in a chokehold and killing him.
Milner attempted to disguise the murder as a natural death. He repositioned Kenneth’s body and belongings inside the car, hoping the scene would raise no immediate suspicion. But the effort failed. An autopsy later confirmed trauma consistent with manual strangulation. The police investigation quickly tied the crime to Milner, given his long and well-documented history of stalking the Fandrich family.
Trial, Conviction, and Sentencing
Milner was arrested and charged with second-degree murder, stalking, and multiple violations of the protective order. During his trial in early 2025, he testified in his own defense, claiming the killing occurred in self-defense after Kenneth allegedly attacked him. The jury rejected this narrative.
After a weeklong trial and only six hours of deliberation, a Washington County jury found Milner guilty on all counts in January 2025. On February 18, 2025, Judge Erik Buchér sentenced Milner to life in prison with the possibility of parole after 25 years. He also received an additional six-year sentence for the stalking violations.
During sentencing, prosecutors described Milner as a manipulative and dangerous man who had no regard for legal boundaries. Tanya Fandrich, in a powerful statement, accused Milner of psychological torment and of causing emotional and marital damage long before the murder. She also criticized law enforcement and the legal system for failing to act more aggressively in response to Milner’s violations of the stalking order.
Where Is Steven Milner Now?
As of now, Steven Milner is serving his life sentence in the custody of the Oregon Department of Corrections. He is incarcerated at a state prison facility, where he will remain for at least 25 years before becoming eligible for parole. If parole is granted, he must serve an additional six years for the stalking-related convictions. No parole decision has been scheduled.
Milner, now 58, has not made any public statements since his sentencing and did not speak in court during the hearing. His veterinary practice has been shut down, and he is no longer licensed to practice. Former clients and acquaintances have since expressed shock at the double life he led—one marked by public professionalism and private pathology.
His name now carries the legacy of a man who crossed legal, moral, and personal boundaries in pursuit of control, ultimately committing a calculated murder that destroyed multiple lives.
